Regulatory Compliance
 
For over 10 years, DESCO has worked closely with our clients from project planning through implementation to help them achieve and maintain regulatory compliance. Our experience with synchronizing agency requirements and client’s objectives allows us to develop a project-specific action plan that satisfies the goals of both entities. We make it a priority to present this plan, step by step, to each client, stressing the components that are essential to sustaining regulatory compliance.
 
DESCO's field experience, our relationships with government agency representatives, our intricate knowledge of agency regulations, and our adherence to solution-minded objectives allow us to inform our clients of what is absolutely necessary for maintaining regulatory compliance and, just as significant, what is not necessary.
 
DESCO handles everything from initial agency coordination to compliance monitoring of operations in the field. Our project managers work closely with clients to develop a detailed plan of operations for agency review, which facilitates the determination of project-specific requirements. Based on agency feedback, DESCO works with the client and the agency to modify operations in a manner that conforms to these requirements, providing field support and/or resource documentation, as necessary. Once a plan of operations is approved and the agency authorizes the client to proceed with operations, DESCO provides qualified personnel to monitor field operations for compliance with all conditions contained in the permit/authorization.
 
Compliance Monitoring

DESCO’s biologists, ecologists, and archaeologists have extensive hands-on experience with field operations. We are familiar with impacts, or the lack thereof, associated with many types of equipment in various habitats, allowing us to take a pro-active approach in assisting crews with minimization of impacts during operations. Not only can we help insure that crews are in compliance with agency requirements by monitoring their daily activities, but we can assist the crews to the maximum extent possible with least-impact methodology in the field (i.e. identification of access routes, equipment choices based on habitat type, etc.). Regardless of the amount of planning that is done, there are often things that come up during project construction/implementation that were unexpected and/or unanticipated and warrant modification of the initial plan of operations. We help crews adapt to these changes accordingly, while remaining compliant.
 
We work together with our clients to help accomplish objectives in the most cost-effective, least invasive, and efficient manner possible in compliance with agency regulations. This allows our clients to focus on other aspects of project success.
